The thermal energy will be identical if the temperature difference (or atmosphere that is) are the same. If they say that bowl of hot water is 10 degrees warmer than room temperature. and a cup of cold water is 10 degrees below the ambient temperature. with freezing outside, they have the same thermal energy.
